| Dear Friends,
The 2000 regular session of the General Assembly and subsequent reconvened session are over The legislature considered close
to 3200 bills and resolutions. One thousand passed and over 500 were carried over for further consideration during the year which equates to more than a 50% failure rate for the majority of the bills.
Transportation was the single most debated issue during the past session. Whether discussing the need for new constructions essential highway maintenance or considering afresh commitment to rail and mass transit, how we move people and products received an enormous amount of our focus. We added $3 billion additional dollars for transportation projects throughout the commonwealth. In a preview of what may be the watchword for
all future legislative action, transportation concerns divided between rural/western & urban/eastern perspectives. In view of shrinking numbers in rural areas, I think we can be grateful for the southwest Virginia projects that can finally be completed.
